Part I: Vision Statement (Worth 3 points)
First develop a vision statement for Memorial Community Hospital (MCH). This statement should be an aspirational description of what MCH would like to achieve or accomplish in the 5 years or so. It is intended to serve as a clear guide for choosing current and future courses of action. Refer back to course content of vision and mission statement. Part II: SMART Objectives (Worth 12 points):
Write 3 SMART objectives for MCH. They must address the following areas: (1) Quality of Clinical care, (2) Patient Satisfaction and (3) Responsible use of resources. Refer back to content of this course on SMART objectives. Explain how your SMART objectives will help MCH achieve their mission and vison.
Part III: Policy (Worth 35 points)
The CEO charge you with researching and writing a policy for MCH regarding one of the following issues:
Employee vaccinations (COVID -19 and influenza)
Nicotine use by employees
Firearms on hospital facilities/grounds
You are to write a report to the CEO which should include responses to each of the following:
What ethical/human rights issues are raised (e.g., beneficence, non-maleficence, autonomy, justice)?
Does this policy apply to all hospital employees (no exceptions)? Why or why not?
How would you justify your course of action?
What would happen to employees who refuse to follow the policy?
What leadership theory or theories do you recommend the CEO use to explain the policy to employees?
Include specific policy language for the employee handbook. This is what MCH employees will see so you will want it to include all relevant information.

Memorial Community Hospital (MCH) is located in Keen, Missouri. Keen is the county seat and has a population of 6,128, not including cows. The main jobs are in farming and agriculture. Keen is 50 miles from the closest urban city. If you ask residents why they live in Keen they will tell you that the community is family-oriented, peaceful, traffic-free and has plentiful parks and recreation activities, grocery stores, and a farmers’ market. Of course, Keen comes with the challenges that are standard in small rural towns, including residents that are older and have lower education levels, lower incomes, and less healthy lifestyles. The area is also characterized by occasional droughts, lack of seatbelt use, farming accidents, large numbers of residents who are uninsured and underinsured, limited business growth, and high incidences of kidney disease and chronic obstructive pulmonary disease (COPD). Memorial Community Hospital opened in 1970. It has 45 beds and offers services in acute care, emergency care, two rural health clinics located in the county, home health services, diagnostic testing, surgical services, laboratory services, hospice care, and therapy services. There are 130 full-time staff, including 8 physicians, 1 nurse anesthetist, 1 surgeon, and 1 physician assistant. Memorial hospital is one of the 3 base sites for the county-wide emergency medical services (EMS). The hospital averages 180 admissions and 147 emergency room visits per month, and approximately 7,300 outpatient visits per year. There are on average 45 babies born at Memorial Community Hospital each year. There are 4 senior administrators including a CEO, CFO, a CNO, and an Ancillary Service Director. There are 16 managers within the hospital for the varying departments and service areas. The average tenure for the hospital managers is 14.25 years.

We are dedicated to providing care to a high percentage of governmental and uninsured patients and strongly believe in helping the underserved. Our culture is contagious. At the MCH, every employee is member of our hospital family and we work hard to extend that relationship to every patient who walks through our door. We are resourceful. While the billion dollar health systems make deals, we make do. We do not solicit charitable donations, we do not put a lot of money into fancy facilities, we do not buy new if we can find it used, nor do we own our own insurance company. We do not have a million dollar foundation providing financial support. We earn every dollar we use to run our organization by providing quality care to patients who visit our hospital.
